According to the Prime Minister, this is a countermeasure to the Ukrainian government's actions, which expanded the list of Russian goods that are banned for import.

 

In addition, starting June 1st, Russia will no longer export coal, oil, or oil products to Ukraine.

Dmitry Medvedev: "A few of days ago, the Cabinet of Ministers of Ukraine took another unfriendly step against our country by expanding the list of Russian goods that may not be imported to Ukraine. Under these circumstances, we're forced to defend our interests and take countermeasures. I've signed a relevant government decree. First, we're expanding the import ban for particular types of goods. This measure will apply to the products of the Ukrainian mechanical engineering industry, consumer industry, and metals industry, which were sold in Russia last year for almost $250 million. Secondly, we're banning the export of Russian oil and oil products to Ukraine. Thirdly, we're compiling a list of goods that will require a special permit in order to be exported to Ukraine starting in June of 2019. It applies to fuel and energy products, including coal, oil, and oil products".
