Maria Zakharova, Foreign Ministry Spokesperson: "On October 5th, the official Syrian news agency Sana reported that the Syrian President has signed Decree №18 that provides amnesty for offenses related to avoiding conscription committed prior to October 9th, 2018.
Moscow welcomes the adoption of the mentioned decree and considers it another vital step by the Syrian government toward the mitigation of the consequences of the armed conflict in the country and the long-term stabilization of the situation there.
This measure is extremely important for creating a favorable environment for refugees to return home".
