Clearly, this is panic. Some were looking for shelter, while others just wept. Some started recording their last video, addressing all those near and far.
The American state lived in Apocalypses Mode for 38 minutes, until it turned out that the newly-entered alert service shift pressed the wrong button.
Frankly, this is the lightest outcome of all possible buttons confusions. And it's better to negotiate so that life doesn't depend on buttons.
